What is Bullying?

Bullying means repeated, unwanted behavior that creates a hostile or intimidating environment or real fear of harm.

In North Carolina (NC) bullying, means and must include:  Purposeful, Over Time, and Power Imbalance, using the acronym POP-Power Imbalance Overtime.  POP, a simple way for students to remember the core components of bullying: intentional, repeated negative behavior where one person has more power than the other.

NC law also requires schools to have procedures for investigating bullying, prohibits retaliation against reporters, and covers bullying based on protected characteristics like race, disability, or sexual orientation.

If you witness or suspect bullying, you can submit a report by clicking the button below. Reports can be made anonymously or with your contact information, and all submissions are handled confidentially in accordance with North Carolina law.

DCA has developed a secure, online form to provide a safe and confidential way for students, staff, and community members to report any witnessed or suspected incidents of bullying. This form has been created in full compliance with North Carolina’s School Violence Prevention Act and aligns with state requirements, including clear definitions of bullying and harassing behavior, procedures for reporting by staff, students, or others, and the option to submit reports anonymously. Specifically, this form meets the provisions outlined in N.C. Gen. Stat. § 115C-407.15 and § 115C-407.16, supporting our commitment to fostering a safe and respectful learning environment.
